Although on the date of April 23rd, 2026 Mayor Craig Greenberg delivered his budget proposal for fiscal year 2026/2027 something else would take place that night in Metro Council that would have many in their seats also questioning numbers. As president of the Louisville Metro Council, Councilman Brent Ackerman was nearing to close the meeting, Councilwoman Tammy Hawkins announced that everyone needed to pay attention and not leave because Councilwoman Barbara Shanklin had something she wanted to share. With some Councilpeople still in their seats and some packed up and walking toward the door, everyone was frozen as Councilwoman Shanklin rose to her feet and started to speak. At that moment Barbara Shanklin can be heard saying, “When it comes to African American areas, there’s no money coming but as soon as it’s a different one, everybody gives. And I mean when I say it and I told these people, the last bunch of people the same thing. They wanna give a penny to a black area. But when it comes to this backpack thing. There’s 8 neighborhood places and they’re in yawls district and these kids come from your area, Marcus you’ve been there and you know how many not African American kids there who are waiting to get a backpack. But then you turn around and went right with the duck thing and doubled the money and it pisses me off when you sit here for as many years as I have and seen you guys do that. And so, when it comes to me voting for you know, the south brook end or whatever, I will be putting as little money as I can since you guys put so much money in these other areas. And I mean it from my heart because I watch it every time we come in here. $7,000 for all of these kids coming from all of yall’s areas and then you turn around for that duck thing and gave $14 or $15,000. So, I mean, I have to say what’s on my heart and you can get mad, you don’t have to talk to me no more, I don’t give a durn. I work for the kids, so, that’s what I have to say. Yup! You gone do whatever you want to do.”

To which Councilman Joseph Johnson said,

“Im’a be quick on that, of the $16,000 half of that came from my district alone of that number and I was one of the first people to contribute to yours. I just want you to know because I support the neighborhood place because of what it is and what it entails. I appreciate you but I just wanted you to know that numbers wise.”

For those affected by flooding however, their immediate concerns are not necessarily about the manmade changes to the earth’s atmosphere. A YouGov poll from February found that while 84% of those surveyed believed Britain was likely to experience similar extreme weather events in the next few years, only 30% thought it was connected to man-made climate change.
