Mayor of Louisville announced a new Building Conversion Program in Louisville, KY. He also announced Delta Dental of Kentucky’s $40,000 gift to various warming centers for unhoused Individuals in partnership with Metro Government’s Office of Resilience and Community Services (RCS).
Downtown Louisville Building Conversion Program
The Kentucky General Assembly allocated funds for Fiscal Years 2025-2026 to support revitalization projects in Downtown Louisville. As part of the historic investment, the state legislature designated funding for the Downtown Louisville Building Conversion Program, an initiative that aims to breathe new life into the Central Business District through adaptive reuse of vacant office buildings into residential, hospitality, or a mix of uses.
“The goal of this program is to help developers and property owners take existing buildings and make the renovations necessary to turn what was once an office building into something else - something that helps us continue to build a thriving downtown,” said Louisville Mayor Craig Greenberg. “Thank you to the General Assembly for their investments in enhancing the quality of life for our residents and visitors.”
General Requirements
Eligibility: Projects must involve the adaptive reuse of a building, with preference given to those renovating an entire building or a substantial portion of it.
Location: Projects must be within the Central Business District, bounded by the Ohio River to the North, York Street to the South, I-65 to the East, and 10th Street to the West.
Evaluation Criteria: Awards will be based on the square footage converted, the project's positive impact on Downtown revitalization, and its contributions to Louisville's growth.
Residential Component: Projects with significant residential components, especially those offering affordable units, will receive funding preference.
Exclusions: Data center and storage solution projects are not eligible.
Funding Limitations: Due to limited funds, not all projects may receive funding

Delta Dental of Kentucky Warming Center Sponsorship
Delta Dental of Kentucky has committed $40,000 over the next four years to sponsor various warming centers throughout Jefferson County during each winter season. This sponsorship will provide support for staffing, extra utility-usage, first aid kits, and other necessary warming supplies. These warming centers will be in reputable houses of worship across all parts of Jefferson County.
The Office of Resilience and Community Services (RCS) will allocate funds to community partners, through this generous gift, to provide warming centers for unhoused individuals during inclement and weather and white flag warnings.
"As temperatures drop, ensuring the safety and dignity of neighbors becomes a priority,” said Deputy Mayor Nicole George. “Delta Dental’s generous gift will enhance our capacity to provide warm, safe spaces for those in need during cold and inclement weather. These warming centers are a lifeline for many in our community, and we are deeply grateful for the support that helps us continue this essential work."
When Louisville Metro is undergoing a severe weather emergency, or extreme cold or heat, Operation White Flag goes into effect. During a wind chill of below 35 degrees or a heat index over 95-degrees, participating shelters will fly a white flag outside of their doors. Members of the public may remain inside of the shelter as long as the flag is flying outside.

A warming center is defined as a location that provides temporary shelter to unhoused individuals when cold temperatures present a significant risk to health and safety. A warming center does not provide overnight shelter or housing, and warming centers will only operate between the months of November and March. The essential function of a warming center is provision of temporary shelter at a location that offers warmth, cleanliness, and safety for unhoused individuals.
“The Homeless Services Division is proud to partner with Hope International AOH and Exodus Family Ministries to provide warming centers for some of the city’s most vulnerable citizens,” said Jon Pilbean, Homeless Services Division Director, Office of Resilience and Community Services. “These partners will provide lifesaving warm places to visit during our extreme weather events furthering the efforts of our outreach teams to connect our homeless population to services. We appreciate their willingness to help in others time of need.”
